What the data show
Antel led this measure with 2,448,826 subscriptions, followed by Movistar with 1,344,705 and Claro with 1,139,384. This is a distribution of mobile telephony subscriptions, not unique people, revenue, coverage or network quality. The report also publishes a broader 'mobile services' category, but it combines telephony, separate mobile internet and M2M; that category is not used to calculate these shares. No historical change is shown until the definitions of two periods have been checked for comparability.
What cannot be concluded
The observation is from December 2025, although URSEC published the corrected report in July 2026. This chart does not separately identify inactive lines or mobile virtual network operators; TelcoBrief does not assume they are zero or add them separately. Operator names follow URSEC's labels for that period and do not necessarily describe current brand ownership.
Methodology
The three figures come from chart 5.24, 'Mobile telephony subscriptions by operator', in URSEC's corrected report: Antel 2,448,826 + Movistar 1,344,705 + Claro 1,139,384 = 4,932,915. Chart 5.22 separates these subscriptions from separate mobile internet and M2M; neither is added to the denominator, and wholesale accesses are not counted. URSEC does not show a separate MVNO category in chart 5.24. TelcoBrief share = operator subscriptions ÷ 4,932,915 × 100, rounded to two decimals; the total agrees with chart 5.22.
